Cost follows uncertainty and responsibility
A five-screen internal tool and a regulated multi-tenant platform may both be called custom software but have completely different engineering surfaces. Budget is driven by workflows, users, permissions, integrations, data, reliability, security, migration and operational expectations.
The first objective of discovery is to reduce uncertainty enough that estimates represent something real.
Features are only part of scope
Authentication, audit logs, backups, monitoring, administration, error states, imports, exports, notifications, accessibility, testing, deployment and support are easy to overlook because they are not glamorous screens. In production systems they can represent a substantial share of work.
Integrations add uncertainty because part of the project depends on external APIs, documentation, provider limits and data quality.
MVP does not mean disposable
An MVP should minimise uncertain product scope while preserving foundations that would be expensive to replace, such as data ownership, security boundaries, deployment, observability and maintainable code structure.
A prototype designed only to demonstrate an idea can be useful, but it should be labelled honestly rather than quietly becoming production infrastructure.

Milestones should produce working capabilities and transparent acceptance criteria, not simply consume calendar time.

Hosting, monitoring, backups, support, security updates, provider subscriptions, domains, certificates, ongoing development and incident handling continue after launch.
A credible software budget includes the cost of operating the system safely, not only the cost of reaching version 1.0.
